President Bush has signed into law H.R. 4306, which authorizes the
electronic storage of Form I-9, in addition to the traditional paper
original, microfiche, and microfilm storage technologies. Form I-9 is
the employment authorization verification form which employers must
complete for all new hires. The new law also authorizes electronic
signature of Form I-9 in addition to hand-written signature.
Electronic storage should greatly reduce document storage and handling
costs for employers with large numbers of employees. The new law will
take effect upon the earlier of the date on which final implementing
regulations are issued, or 180 days after enactment of the law.
